Change the System

there should be a system for poor people which bagg for food and other things. what about a bulging where they can live,work and become responsible,feel they can do something.government should provide such a facilities where every paisa paid off where it should deserve. you can not remove poverty by crab projects where only 10 % of the total is used with poor quality.  So change the system which make better country.
